{"id":47759,"date":"2026-07-09T10:00:00","date_gmt":"2026-07-09T14:00:00","guid":{"rendered":"https:\/\/foodbankscanada.ca\/?page_id=47759"},"modified":"2026-07-09T10:00:02","modified_gmt":"2026-07-09T14:00:02","slug":"sondage-aupresde-la-population","status":"publish","type":"page","link":"https:\/\/foodbankscanada.ca\/fr\/sondage-aupresde-la-population\/","title":{"rendered":"SONDAGE AUPR\u00c8SDE LA POPULATION"},"content":{"rendered":"\n<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">\n<h2 class=\"wp-block-heading\" id=\"h-introduction\">Introduction<\/h2>\n\n\n\n<p>En\u00a02024, Banques alimentaires Canada (BAC)\u00a0a men\u00e9 une\u00a0\u00e9tude communautaire\u00a0pour analyser l\u2019ins\u00e9curit\u00e9 alimentaire chez les personnes qui occupent un emploi. Cette \u00e9tude a mis en \u00e9vidence le nombre croissant de personnes qui, malgr\u00e9 leur participation au march\u00e9 du travail, continuent de peiner \u00e0 se procurer une nourriture ad\u00e9quate en raison de l\u2019augmentation du co\u00fbt de la vie, des salaires faibles ou instables, et de l\u2019acc\u00e8s limit\u00e9 aux mesures de soutien.\u00a0En s\u2019appuyant sur ces constatations, BAC a ensuite entrepris une\u00a0enqu\u00eate ax\u00e9e sur la population\u00a0afin d\u2019\u00e9valuer la pr\u00e9valence et la r\u00e9partition des exp\u00e9riences d\u2019ins\u00e9curit\u00e9 alimentaire dans un \u00e9chantillon plus vaste et de mieux comprendre \u00e0 quel point les d\u00e9fis sont r\u00e9pandus chez les m\u00e9nages qui travaillent. En parall\u00e8le, les deux \u00e9tudes fournissent des renseignements compl\u00e9mentaires, combinant des perspectives qualitatives approfondies \u00e0 des donn\u00e9es au niveau de la population pour \u00e9clairer les r\u00e9ponses en mati\u00e8re de politiques et de programmes. Les conclusions de notre\u00a0projet\u00a0sur les d\u00e9fis auxquels font face les personnes qui travaillent et qui vivent de l\u2019ins\u00e9curit\u00e9 alimentaire ont envoy\u00e9 un message clair\u202f: les gens se sentent pi\u00e9g\u00e9s.\u00a0\u00a0<\/p>\n\n\n\n<p>L\u2019abordabilit\u00e9&nbsp;des biens et services de base fait partie des raisons cl\u00e9s. De nombreuses personnes se sentent coinc\u00e9es dans un cercle vicieux en essayant de joindre les deux bouts dans une crise incessante de l\u2019abordabilit\u00e9. Toutefois, l\u2019abordabilit\u00e9&nbsp;n\u2019est qu\u2019un des nombreux d\u00e9fis interreli\u00e9s sur le march\u00e9 du travail et hors de celui-ci.&nbsp;<\/p>\n\n\n\n<p>Ces d\u00e9fis comprennent un \u00e9cart croissant entre les salaires et le co\u00fbt de la vie, des co\u00fbts prohibitifs li\u00e9s \u00e0 l\u2019emploi, comme le transport (pour les d\u00e9placements quotidiens) et la garde d\u2019enfants, et un manque d\u2019avantages sociaux et de s\u00e9curit\u00e9 d\u2019emploi. De plus, bon nombre des participants au projet ont soulign\u00e9 qu\u2019ils n\u2019avaient pas droit aux prestations gouvernementales parce qu\u2019ils se trouvaient dans une zone grise, en raison d\u2019id\u00e9es re\u00e7ues d\u00e9su\u00e8tes selon lesquelles un emploi garantit stabilit\u00e9 financi\u00e8re, s\u00e9curit\u00e9 et revenus suffisants pour \u00e9chapper \u00e0 la pauvret\u00e9.&nbsp;<\/p>\n\n\n\n<p>Afin d\u2019explorer la mesure dans laquelle les th\u00e8mes, les perspectives et les observations d\u00e9coulant des entrevues dans le cadre du projet de recherche communautaire s\u2019appliquaient \u00e0 la population g\u00e9n\u00e9rale du Canada, nous avons utilis\u00e9 nos constatations pour&nbsp;l\u2019\u00e9laboration&nbsp;d\u2019une enqu\u00eate nationale aupr\u00e8s d\u2019un \u00e9chantillon de 10\u202f000\u202fpersonnes. Gr\u00e2ce \u00e0 ce grand \u00e9chantillon,&nbsp;nous avons pu segmenter la population de fa\u00e7on fiable afin d\u2019examiner de plus pr\u00e8s les personnes qui vivent de l\u2019ins\u00e9curit\u00e9 alimentaire, leur situation d\u2019emploi et d\u2019autres caract\u00e9ristiques d\u00e9mographiques comme l\u2019identit\u00e9 raciale, la dur\u00e9e de leur s\u00e9jour au Canada,&nbsp;<br>le niveau de revenu et la classification des emplois.&nbsp;<\/p>\n\n\n\n<p>Les r\u00e9sultats ont montr\u00e9 qu\u2019une grande partie de la population vit probablement les conditions qui, selon les r\u00e9pondants au projet de recherche communautaire, font qu\u2019ils se sentent \u00ab\u202fpi\u00e9g\u00e9s\u202f\u00bb. Un r\u00e9pondant sur trois&nbsp;du sondage aupr\u00e8s de la population a d\u00e9clar\u00e9 \u00e9prouver des difficult\u00e9s financi\u00e8res et pr\u00e8s de 40\u202f% sont \u00e0 risque d\u2019\u00eatre en situation d\u2019ins\u00e9curit\u00e9 alimentaire. Les taux sont plus \u00e9lev\u00e9s chez certains groupes comme les jeunes, les personnes autochtones, noires et de couleur (PANDC), les nouveaux arrivants au Canada, les personnes en situation de handicap et les cols bleus.&nbsp;<\/p>\n\n\n\n<p>La majorit\u00e9 des r\u00e9pondants de la recherche communautaire et de l\u2019\u00e9tude aupr\u00e8s de la population ont un emploi. Pr\u00e8s de la moiti\u00e9 des personnes en situation d\u2019ins\u00e9curit\u00e9 alimentaire occupent un emploi \u00e0 temps plein. Les principaux enjeux mis en lumi\u00e8re par le projet de recherche communautaire qui contribuent au sentiment d\u2019\u00eatre pi\u00e9g\u00e9, comme la hausse du co\u00fbt de la vie, les bas salaires et les co\u00fbts \u00e9lev\u00e9s des d\u00e9placements quotidiens, sont \u00e9galement ressortis lors de l\u2019enqu\u00eate aupr\u00e8s de la population, et ils \u00e9taient particuli\u00e8rement aigus chez les personnes souffrant d\u2019ins\u00e9curit\u00e9 alimentaire. Des constatations semblables ont \u00e9merg\u00e9 en ce qui concerne les obstacles \u00e0 l\u2019acc\u00e8s ou au maintien d\u2019un emploi de qualit\u00e9, les possibilit\u00e9s d\u2019emploi limit\u00e9es, les handicaps ou les probl\u00e8mes de sant\u00e9, et le manque d\u2019acc\u00e8s \u00e0 la formation ou \u00e0 l\u2019\u00e9ducation, qui montrent une pr\u00e9valence \u00e9lev\u00e9e chez les personnes en situation d\u2019ins\u00e9curit\u00e9 alimentaire. De plus, les co\u00fbts de transport sont mentionn\u00e9s comme un obstacle majeur \u00e0 l\u2019emploi pr\u00e8s de deux fois plus souvent par les personnes en situation d\u2019ins\u00e9curit\u00e9 alimentaire que par les autres.&nbsp;<\/p>\n\n\n\n<p>Quelle que soit l\u2019ampleur des difficult\u00e9s financi\u00e8res ou de l\u2019ins\u00e9curit\u00e9 alimentaire v\u00e9cues,&nbsp;<br>il existe un soutien public quasi universel de politiques gouvernementales visant \u00e0 r\u00e9duire la pauvret\u00e9 et l\u2019ins\u00e9curit\u00e9 alimentaire. Les sentiments exprim\u00e9s par les participants au projet de recherche communautaire ont \u00e9t\u00e9 repris haut et fort par la population g\u00e9n\u00e9rale, en particulier par les personnes qui vivent de l\u2019ins\u00e9curit\u00e9 alimentaire. Les id\u00e9es de rendre le logement plus abordable, d\u2019am\u00e9liorer l\u2019acc\u00e8s aux aliments, d\u2019\u00e9largir l\u2019acc\u00e8s \u00e0 des emplois et \u00e0 une formation de qualit\u00e9 et d\u2019introduire des approches novatrices de r\u00e9duction de la pauvret\u00e9 b\u00e9n\u00e9ficient d\u2019un soutien solide, surtout chez les r\u00e9pondants souffrant d\u2019ins\u00e9curit\u00e9 alimentaire.&nbsp;<\/p>\n\n\n\n<p>Les r\u00e9sultats de l\u2019\u00e9tude renforcent l\u2019urgence de la situation \u2013 les forces motrices de l\u2019ins\u00e9curit\u00e9 alimentaire doivent \u00eatre prises en compte plus t\u00f4t que tard \u2013 et mettent en lumi\u00e8re les principaux facteurs de stress et les obstacles auxquels font face les populations en situation d\u2019ins\u00e9curit\u00e9 alimentaire, y compris celles qui occupent un emploi. De plus, les r\u00e9sultats montrent comment les perspectives des pairs peuvent compl\u00e9ter les enqu\u00eates nationales et r\u00e9sonner \u00e0 l\u2019\u00e9chelle nationale et nous rappeler l\u2019importance d\u2019ancrer la recherche dans l\u2019exp\u00e9rience v\u00e9cue et dans la communaut\u00e9.&nbsp;<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-methodologie-nbsp\">M\u00e9thodologie&nbsp;<\/h3>\n\n\n\n<p>Le tableau\u202f1 pr\u00e9sente la m\u00e9thodologie de l\u2019enqu\u00eate, la r\u00e9partition r\u00e9gionale des r\u00e9ponses et le nombre de personnes qui y ont r\u00e9pondu.&nbsp;&nbsp;<\/p>\n\n\n<section class=\" block block-data-table data-table px-0 mb-3 aligndefault container block-data-table--yellow\" style=\"\">\n    <p><strong>Tableau 1. Une personne sur trois d\u00e9clare que le revenu de son m\u00e9nage n\u2019est pas suffisant et qu\u2019elle se sent \u00e9puis\u00e9e ou \u00e9prouve des difficult\u00e9s. Cet outil est inspir\u00e9 du formulaire abr\u00e9g\u00e9 \u00e0 six \u00e9l\u00e9ments du Module d\u2019enqu\u00eate sur la s\u00e9curit\u00e9 alimentaire des m\u00e9nages \u00e9labor\u00e9 par l\u2019Economic&nbsp;Research&nbsp;Service du minist\u00e8re de l\u2019Agriculture des \u00c9tats-Unis (USDA) (Economic&nbsp;Research&nbsp;Service, 2012)<sup>1<\/sup>.&nbsp;<\/p>\n\n\n\n<p>Le module de six \u00e9l\u00e9ments est une version abr\u00e9g\u00e9e de la mesure initiale de 18\u202f\u00e9l\u00e9ments et il a \u00e9t\u00e9 largement utilis\u00e9 dans les recherches am\u00e9ricaines et canadiennes. Au Canada, le module complet de 18\u202f\u00e9l\u00e9ments a \u00e9t\u00e9 adapt\u00e9 et mis en \u0153uvre par Sant\u00e9 Canada et Statistique Canada pour les enqu\u00eates nationales, avec un libell\u00e9 et un cadre conceptuel similaires. Ces chiffres soulignent que les probl\u00e8mes d\u2019abordabilit\u00e9&nbsp;sont g\u00e9n\u00e9ralis\u00e9s et nuisent \u00e0 la capacit\u00e9 de nombreux Canadiens de r\u00e9pondre \u00e0 leurs besoins nutritionnels de base.&nbsp;<\/p>\n\n\n\n<p>Ils mettent \u00e9galement en lumi\u00e8re un enjeu national urgent. L\u2019ins\u00e9curit\u00e9 alimentaire ne touche pas seulement les personnes sans emploi ou sans logement. Elle affecte un large \u00e9ventail de Canadiens, en particulier les jeunes, les communaut\u00e9s de PANDC, les nouveaux arrivants au Canada, les personnes en situation de handicap et les cols bleus.&nbsp;<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"h-qui-vit-de-l-insecurite-alimentaire-nbsp\">Qui vit de l\u2019ins\u00e9curit\u00e9 alimentaire?&nbsp;<\/h4>\n\n\n\n<p>Le tableau\u202f3 donne un aper\u00e7u de la proportion de r\u00e9pondants qui vivent de l\u2019ins\u00e9curit\u00e9 alimentaire, ventil\u00e9e selon le statut d\u2019emploi.&nbsp;<\/p>\n\n\n\n<p>Pr\u00e8s de la moiti\u00e9 des r\u00e9pondants au sondage travaillaient \u00e0 temps plein, tout comme pr\u00e8s de la moiti\u00e9 de la population souffrant d\u2019ins\u00e9curit\u00e9 alimentaire. cat\u00e9gories d\u2019emploi, de d\u00e9mographie et de revenu.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Le tableau\u202f4 montre que les taux d\u2019ins\u00e9curit\u00e9 alimentaire sont \u00e9lev\u00e9s chez tous les groupes sur le march\u00e9 du travail, mais qu\u2019ils sont particuli\u00e8rement \u00e9lev\u00e9s chez les personnes qui travaillent \u00e0 temps partiel, qui ont des conditions de travail moins stables, qui sont en cong\u00e9 parental,&nbsp;<br>qui sont des \u00e9tudiantes \u00e0 temps partiel ou qui sont sans emploi. Ces obstacles sugg\u00e8rent que de nombreux Canadiens sont non seulement mis \u00e0 rude \u00e9preuve en raison de leurs conditions d\u2019emploi actuelles, mais aussi confront\u00e9s \u00e0 des obstacles syst\u00e9miques lorsqu\u2019ils tentent d\u2019am\u00e9liorer leur situation \u00e9conomique par un meilleur emploi.&nbsp;<\/p>\n\n\n\n<p>Parmi les personnes qui vivent de l\u2019ins\u00e9curit\u00e9 alimentaire, un groupe particuli\u00e8rement vuln\u00e9rable \u00e0 un travail instable ou peu r\u00e9mun\u00e9r\u00e9, les probl\u00e8mes sont plus graves, et bon nombre de ces personnes ont cern\u00e9 des obstacles structurels et logistiques \u00e0 la participation au march\u00e9 du travail. Ils comptent particuli\u00e8rement sur l\u2019abordabilit\u00e9&nbsp;du logement, l\u2019acc\u00e8s \u00e0 la nourriture, la formation professionnelle et la gratuit\u00e9 de l\u2019\u00e9ducation.&nbsp;<\/p>\n\n\n\n<p>Les principales constatations de ce domaine du sondage sont r\u00e9sum\u00e9es ci-dessous (voir aussi la figure\u202f6)\u202f:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Rendre le logement et les services publics plus abordables est la principale pr\u00e9occupation \u00e0 l\u2019\u00e9chelle nationale (\u00ab\u202ftr\u00e8s important\u202f\u00bb selon 66\u202f% des r\u00e9pondants \u00e0 l\u2019\u00e9chelle nationale et selon 74\u202f% des r\u00e9pondants souffrant d\u2019ins\u00e9curit\u00e9 alimentaire).&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>La lutte contre l\u2019ins\u00e9curit\u00e9 alimentaire en am\u00e9liorant l\u2019acc\u00e8s aux aliments est une autre demande fondamentale (51\u202f% \u00e0 l\u2019\u00e9chelle nationale; 61\u202f% chez les r\u00e9pondants souffrant d\u2019ins\u00e9curit\u00e9 alimentaire).&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Le renforcement des syst\u00e8mes de sant\u00e9 et de soutien social, comme les soins dentaires universels, les services de sant\u00e9 mentale et l\u2019aide&nbsp;gouvernementale&nbsp;simplifi\u00e9e, b\u00e9n\u00e9ficie d\u2019un soutien solide. La moiti\u00e9 de la population g\u00e9n\u00e9rale et 58\u202f% des r\u00e9pondants en situation d\u2019ins\u00e9curit\u00e9 alimentaire souhaitent le renforcement des syst\u00e8mes de sant\u00e9 et de soutien social.&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Les r\u00e9pondants en situation d\u2019ins\u00e9curit\u00e9 alimentaire appuient fortement (57\u202f% contre 47\u202f% \u00e0 l\u2019\u00e9chelle nationale) l\u2019adoption de nouvelles approches de r\u00e9duction de la pauvret\u00e9, y compris des changements aux politiques fiscales, aux politiques mon\u00e9taires et aux initiatives de revenu minimum.&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>L\u2019\u00e9largissement de l\u2019acc\u00e8s aux possibilit\u00e9s d\u2019emploi et de formation, y compris les services de garde d\u2019enfants abordables, l\u2019\u00e9ducation postsecondaire et les initiatives sur le march\u00e9 du travail, est largement favoris\u00e9, surtout chez les populations en situation d\u2019ins\u00e9curit\u00e9 alimentaire \u2013 54\u202f% des r\u00e9pondants en situation d\u2019ins\u00e9curit\u00e9 alimentaire appuient ces initiatives.&nbsp;<\/li>\n<\/ul>\n\n\n<section class=\" block block-data-table data-table  aligndefault container block-data-table--yellow\" style=\"\">\n    <p><strong>Figure 6. acc\u00e8s aux programmes gouvernementaux malgr\u00e9 les nombreux d\u00e9fis et les niveaux \u00e9lev\u00e9s d\u2019ins\u00e9curit\u00e9 alimentaire. Beaucoup n\u2019\u00e9taient pas au courant du soutien qui leur \u00e9tait offert ou trouvaient l\u2019acc\u00e8s difficile.&nbsp;<\/p>\n\n\n\n<p>Les r\u00e9sultats du sondage national concordaient avec les observations des pairs\u202f: pr\u00e8s de 70\u202f% des r\u00e9pondants souffrant d\u2019ins\u00e9curit\u00e9 alimentaire n\u2019avaient acc\u00e8s \u00e0 aucun programme de soutien gouvernemental. La plupart des membres de ce groupe ne savaient pas s\u2019ils \u00e9taient admissibles (47\u202f%) ou ne savaient pas quel soutien \u00e9tait offert (33\u202f%). L\u2019objectif du rapport \u00e9tait de d\u00e9terminer si Emploi et D\u00e9veloppement social Canada et l\u2019Agence du revenu du Canada (ARC) veillent \u00e0 ce que les populations difficiles&nbsp;\u00e0&nbsp;joindre soient inform\u00e9es de l\u2019existence de l\u2019Allocation canadienne pour enfants, de l\u2019Allocation canadienne pour les travailleurs, du Suppl\u00e9ment de revenu garanti et du Bon d\u2019\u00e9tudes canadien, et y aient acc\u00e8s. L\u2019une des principales constatations \u00e9tait qu\u2019il n\u2019existe pas d\u2019\u00ab\u202fapproche int\u00e9gr\u00e9e pour les personnes ayant besoin d\u2019une aide plus personnalis\u00e9e\u202f\u00bb.<sup>3<\/sup>&nbsp;<\/p>\n\n\n\n<p>Emploi et D\u00e9veloppement social Canada et l\u2019ARC ont cern\u00e9 plusieurs groupes qui font face \u00e0 des obstacles pour acc\u00e9der aux prestations. Il s\u2019agit notamment des Autochtones,&nbsp;<br>des personnes ayant un logement pr\u00e9caire, des nouveaux arrivants au Canada, des personnes en situation de handicap, des a\u00een\u00e9s et des jeunes. Les deux organisations ont \u00e9galement cern\u00e9 les obstacles qui compliquent l\u2019acc\u00e8s aux prestations, y compris la litt\u00e9ratie et \u00e0 la langue,&nbsp;<br>la r\u00e9ticence \u00e0 divulguer des renseignements personnels et financiers, le fait de ne pas produire&nbsp;de d\u00e9clarations de revenus, les processus de demande complexes, l\u2019acc\u00e8s limit\u00e9 aux services financiers et l\u2019emplacement g\u00e9ographique.&nbsp;<\/p>\n\n\n\n<p>Le rapport indique que \u00ab\u202fl\u2019Agence du revenu du Canada et Emploi et D\u00e9veloppement social Canada ne disposaient pas d\u2019une strat\u00e9gie pour assurer un service \u00e0 la client\u00e8le global, continu et coh\u00e9rent permettant d\u2019aider les gens ayant besoin d\u2019un soutien personnalis\u00e9\u202f\u00bb et que&nbsp;<br>\u00ab\u202fle Minist\u00e8re et l\u2019Agence n\u2019ont pas, \u00e0 l\u2019heure actuelle, une strat\u00e9gie permettant d\u2019assurer un service continu et coh\u00e9rent aux personnes difficiles \u00e0 joindre qui d\u00e9sirent obtenir certaines prestations\u202f\u00bb. Il souligne aussi que la participation aux prestations pourrait \u00eatre surestim\u00e9e,&nbsp;<br>car les estimations ne tiennent pas toujours compte des personnes qui n\u2019ont pas produit de d\u00e9clarations de revenus. \u00ab\u202fLe Minist\u00e8re et l\u2019Agence avaient peu d\u2019\u00e9l\u00e9ments probants montrant que l\u2019intensification de leurs activit\u00e9s de sensibilisation avait entra\u00een\u00e9 l\u2019utilisation accrue des prestations par les personnes difficiles \u00e0 joindre.\u202f\u00bb<sup>4<\/sup>&nbsp;<\/p>\n\n\n\n<p>Le rapport souligne que ni Emploi et D\u00e9veloppement social Canada ni l\u2019ARC n\u2019ont un portrait clair et complet des personnes qui ne re\u00e7oivent pas de prestations auxquelles elles sont potentiellement admissibles et qu\u2019elles n\u2019ont pas fait assez pour aider les populations difficiles \u00e0 joindre \u00e0 recevoir les prestations qui ont \u00e9t\u00e9 mises en place pour soutenir les personnes \u00e0 faible revenu au Canada.&nbsp;<\/p>\n\n\n\n<p>L\u2019engagement, dans le r\u00e9cent budget f\u00e9d\u00e9ral, de mettre en \u0153uvre un syst\u00e8me de d\u00e9claration de revenus automatique est une \u00e9tape cruciale pour aider les gens \u00e0 obtenir les prestations auxquelles ils ne savent pas qu\u2019ils ont droit, comme l\u2019Allocation canadienne pour enfants ou l\u2019Allocation canadienne pour les travailleurs. Ces prestations pourraient contribuer \u00e0 augmenter consid\u00e9rablement les revenus des personnes en situation d\u2019ins\u00e9curit\u00e9 alimentaire.
